DNR Time of Transfer (TOT) Inspections

An Iowa Department of Natural Resources (DNR) Time of Transfer (ToT) inspection is a mandatory evaluation of a private sewage disposal system (septic system) required before a property with such a system can be sold or transferred. The law aims to identify and replace failed or substandard septic systems that pose environmental or public health hazards.

To detect systems that lack proper treatment (e.g., direct discharge to a ditch) or have failed (e.g., surfacing sewage).

HOW IT WORKS

Inspections must be performed by a professional certified by the Iowa DNR. The inspector typically pumps the tank, evaluates the components, takes effluent samples, and submits a detailed report to the county and the DNR.

OUTCOMES

If a system is found to be failed or "substandard," it must be repaired or replaced. If it is working properly, it does not need to meet current, up-to-date codes.
